How to launch the Test Server ?

Hi! I've just downloaded the Singularity Installer ( https://community.eveonline.com/support/download/test-servers/ ) & when i click on the Launcher, the EXAKT same launcher comes up with the same server, Tranquality. Why ?.. How do i access the Singilarity server from here ? Did i download 13gb of data, of the exact same thing ? Please help me out of this confusion :/ Thank you.
