Mailing List - Access control based on standings

1) Right now, membership in a mailing list is only checked against a list of allowed/blocked people when you:

- initially subscribe
- kick someone from the list

a) This needs to be changed to check whether you are still allowed to be part of the mailing list when you login (which is the easiest way to check). This would match up with how chat channels are handled in that you rejoin them upon login.

b) Alternately (and probably better), list memberships should be checked at downtime with culling taking place during downtime.

c) Alternate #3, before delivering a mailing list message to a subscriber, check to see whether that subscriber is still allowed to belong to that mailing list. This would be the best of the choices and would work similar to how mailing lists function in the real world.

2) For both public and private mailing lists, it should be possible to allow access to the list based on standings.

a) First off, you would need a drop-list that allows you to specify whether standings are calculated on the list owner's personal standings, the standings of the corporation to which the list owner belongs, or the standings of the alliance to which the list owner belongs.

b) Just like the POCO, you should be able to specify whether corp/alliance usage is allowed ("no access" / "muted" / "post w/ moderation" / "post freely"). With the same settings for the (5) standings brackets (-10 / -5 / neutral / +5 / +10).

You can already restrict access by corp or alliance, last I knew. So long as the individual isn't on the list directly, it should remove access the next time they relog (if not immediately), if not part of one of the authorized parties...

Standings could potentially be helpful, though. I'm neutral on this, though, as there are far more useful communications-related changes that could be made first, such as flashing the corp icon when a bulletin is added or posted, so people actually know they exist, and they actually serve their purpose (namely, replacing the old corp / alliance mail as a repository for info everyone needs / should have).
