I don't understand Diplomatic Relations (skill) re Wardecs & Allies

"Skill at negotiating ally fees with Concord. Reduces cost to hire allies in wars by 5% per level."

The wiki page says I can accept offers from allies and can negotiate a price with them. It doesn't cover the following questions.

1) Does this skill reduce what I pay to the ally, or does it affect some kind of Concord tax to hire the ally?

2) If the fee I am paying to the ally is reduced, does the ally receive the full amount?

3) If I pay less and the ally receives the full amount, what stops people arranging decs and allies to generate ISK?

If you have the skill injected then you have to train it to lvl 5 to keep all the dots lined up on you skill sheet. So, once it's injected the actual benefits/effects no longer matter. If you're deciding on wether to purchase the skill, then I'd just say no, unless you plan to do a lot of wardec stuff.
