How to solve connection problem?

Few days ago I run EVE Launcher and I wrote my ID and password on launcher, push play game.
But, in EVE Clinet, I couldn't saw the character select window, and just said that

Connection Failed

Could not connect to the specified address. Odds are that you have not established an internet connection, the server isn't running, or the server address or port number was wrong.

and also the bottom of client,

Settings EULA
Server : Tranquility
Unable to connect to 87.237.38.200 on port 26000.

was written.


I looked for all of way to solution, and did it for solve, but anything can't solve connection problem.

What I did -> Change prefs.ini (C:\Users\PC\AppData\Local\CCP\EVE\c_program_files_(x86)_ccp_eve_tranquility\settings) port=26000 to port=3724
Use VPN
Reinstall EVE
Restart PC
Format PC
Turn off firewall and run EVE


nothing was worked.......


How can I solve this problem?
