As they will now that in that kind of system, ıf they will push and go work, they can be in a better position. Both physical and mental evaluation is necessary process to lead all citizens to their ideal jobs.
Personnel placement must be optimized and efficient, so every member of society would invest as much as possible for the common good. This way the society will develop faster and better.
The State isn't a place for whimsical incapable whining gallentean kids. In the the State you must do what you have to do, and not what you want to do.
When you are strong enough to willingly neglect your petty personal wishes for the interest of the whole society, this society will give you back everything you need.

I made them not for the State BUT to protect the civilians from the war itself. My opinion is, whether state or federation, there is no difference when it comes to civilians.

For that, I respect you and your ideals related with the protection of the State civilians
