Eve players care plenty about PI either directly for POS Fuel, nanite paste, POS themselves, or indirectly for TECH II production etc etc

The current implementation leaves a lot to be desired but the concept in itself is good and should be developed further without destroying the existing uses.

Dusties, could play major role as ground troops in taking by surprise and looting enemy instalations. PvE if the installation is guarded by militia bots, or PvP matches if they are guarded by players. Someone holding instalations should pay for guarding it (default ISK), and money would then be payed out to the guarding party, player who wants to attack should pay for attack party (again default ISK), and the money should then be payed for attacking party. Ammounts payed out from the initial pool could be shared as a defaults considering DUST payouts.
Additionally, some loot could be taken from the facilities. The facility itself would not change hands. Only products stored there in addition to the payout.

Products from looted facilities could then be taken and sold on the planetary market, place on the planet, with fancy new Icon on overwiev, that would work like a market in station. It would be a hub for DUST players selling planetary products and EVE players selling tanks and weapons there. DUST items would be manufactured by EVE players in the space using both, planetary and space resources.

DUST or Legion, is the major question, what would be better to integrate...
Maybe they would make Legion for next gen consoles, and Legion would be the answer.

I think Dust Bunnies as PI would be a bit more appropriate.
I'm certain I could find a use for all that Fertiliser
