Fitting Riggs without skills

Not sure wether this is a issue or works as intended.

Today I created a trial account and wanted to fit an Omen. But I dont have mechanics III or jury rigging I but was able to fit Medium Capacitor Control Circuit I. I always thought I had to have the required skills to fit the rigs (using them works without).

Unfortunately, I can't replicate the issue, as I don't have a ton of ISKs.

If it's an issue, I will file a bug report but wanted to ask first. Maybe i'm just stupid and miss something obvious.

working as intended, no skills needed to fit rigs, skills are just to get rid of the drawback
