WIndows 8.1 "This app can't run on your PC"

So trying to download eve on new ASUS gaming laptop with windows 8.1 64bit:
Download and run installer, during the in-installer download, a popup says the installer has detected errors and is going to download and run repair.exe. I click ok.

It runs repair.exe and asks me if I want to run eve and cleanup the download data. I click okay to both.

Trying to run eve, normally, as administrator, in compatibility mode or all of the above yields the result of a bright colored stripe across my screen that says "This app can't run on your PC" "To find a version for your PC, check with the software publisher".

downloading (because it was missing) repair.exe, and running it,(normal/admin/compatibility/alloftheabove) yields the error "The application has failed to start because its side-by-side configuration is incorrect. Please see the application event log or use the command-line sxstrace.exe tool for more detail

I tried redownloading/installing to the same result.

Plz halp.

UPDATE: I was able to install eve from a VERY old version of the offline installer i had saved on a old laptop, but it wont update because its so old ccp doesnt keep the patches available anymore: nuts.

Interesting, what I noticed is a little bit weird. I'm running eve in win8.1 x64 without any issues. But when I think hard, I remembered that I copy-pasted my eve folder from my backups to my gaming ssd and just created a shortcut for eve.exe.

If you can copy-paste whole eve folder from a friend, I bet that'll bypass installation issues.
