Patch version numbers

Maybe a dumb question, but one I have always wondered about. When a new patch comes out the version number is significantly higher than the previous version. Does that mean all the numbers in between are fixes that have been applied to the patch?

E.g.

326279
-321452
========
= 4827 fixes?

internal builds. Everytime something hanges during development and it goes to the next phase (internal test, dev test, Q&A test, etc) it gets a new number.

This is very important to know in order to win in eve.
