To expand on my thoughts here...

Yes, the BPC still has the chance to drop, but after the last patch these ships cost more to build, and minerals and the completed ships are more difficult to transport...
... which could make even fewer people willing to risk building them,
... which could make builders less interested in buying the BPC's,
... which could impact on the fleets willing to go after the BPCs for the profit.

Now I afaik two of these ships were destroyed, one by BL, and one in a charity event.

So, getting rarer over time - imho, I think it possible.
