BEST SHIP FOR LVL4

Ok, firstly, that 5th engine thing on top of the Mach isn't an engine. It's a huge container of lubricant. Secondly, the reason for the Mach's agility and speed is because the ship is mostly empty space, which gives it extra buoyancy and thus maneuverabilty in Eve's submarine physics. (Seriously, whoever made the hull that big compared to other ships was over-compensating.)

Thirdly, after an insignificant sample size of 14 missions in an MWD Mach, some preliminary notes on the MWD Mach w/RF ammo:
* the Mach runs/blitzes missions faster than the Vargur most of the time.

* at a 2,000 isk/lp conversion rate -the Mach is not always fast enough to overcome the extra income provided by the Vargur's salvaging/looting. (Plus, I'm using the mineral value of the loot, so the Vargur might be closer in parity.) But the Mach seems to have noticeable advantage so far.

* at a 1,000 isk/lp conversion, the Vargur's looting/salvaging tends to generate more potential isk than the Mach.

* at 2,000 isk/lp, ammo costs for the Mach have been around ~6% of the estimated value of loop/lp/etc..
* at 1,000 isk/lp, ammo costs for the Mach have been around ~9% of the estimated value of loot/lp/etc..

Again, this is for an MWD Mach using RF ammo, for a too small sample size to be statistically useful, and is only presented here to spark the possibility that the isk potential of the Mach and Vargur in level 4s in high-sec might not be too far apart.

On a side note, medium drones are useless on a Mach. Lights are needed for frigates that manage to get close. I'm thinking that 3xWeb (~50% web) and 1xTP (20% tp) heavy drones should noticeably increase DPS for those times when you overshoot with the MWD and wind up shooting at things at 5 to 10km. They should also help counter tracking issues when the target is 10 to 20km away.

All I'm seeing is conjecture, EFT warrioring and blind favouritism.

Any supposed theoretical DPS from Missiles immediately loses 25% dps from NPC defenders, Auto cannons lose a mass of damage due to falloff (or time lost from flying into optimal range). Tengu is immediately Gimped by any faction for which Kinetic is resisted. NM is only really effective in Amarr space. Maruaders are sub-optimal because loot is rarely worth the time spent collecting it.

Now don't get me wrong, these are all excellent ships, but entirely situational.

The Best ship for Missioning, is the right one for any particular mission, and that means running several ''best'' mission ships.

Can you possibly weapon link your ships? Gallente oneiros or Minmatar scimmitar? Tell your logistic toon to keep distance, while main can shoot with double range. Try dual ishtars - fun, drones finish missions very fast, not tank problems.

Best ship for missioning is Machariel with assigned fighters and tracking linked by logistics, boosted by command and on drugs.

TLs are subject to stacking just like TE/TCs, you don't shoot double range, unless you're using failfit. Due to diminishing returns, 2 dps boat will always do better than 1 dpsboat with rr/tl/boost/etc.
