Here is why many people are commenting on your face:

The straight on angle and the tattoo all lend themselves to making the monocle resemble your eye bulging out of your skull and bring focus to it. You seemed confused as to why they kept saying it.

As far as your actual question goes, it comes down to what/where the program is doing the work. Like others have said if it modifying how the driver for your graphics card handle it then you are fine. Anything else is a gray area.

Petitioning it is probably good idea, make sure to provide them with as much information about what you are using to do it as well.

Skipping over your face and all references to it, if you want a straight up, official CCP answer, you need to file a petition on the subject.

De'Veldrin's Corollary (to Malcanis' Law): Any idea that seeks to limit the ability of a large nullsec bloc to do something in the name of allowing more small groups into sov null will inevitably make it that much harder for small groups to enter sov null.

Welcome to the Eve Community, where even the devs play in the major league of niveau limbo. Always expect reds, it's like PVP, they do it for the tears and mainly 'cause they can.

Odyssey: Repacking in POS hangars for modules +1,  but please for other stuff too, especially containers. Make containers openable in POS hangars.
