Jump clone restrictions really needed?

Just wondering why there is a restriction like having high standing with faction who owns the station to create clones.
Isn't the skill training enough restriction?

Right now players drop their corp just to join a corp where they can create jump clones.

So shouldn't it be enough with just skills as the only restriction?
