Weapons Timer Bug?

Just a heads up here on a possible bug , I just received a " Weapons Timer " flag while shooting at an NPC rat in Jita with my weapon safety set green, as I'm sure if this wasn't a bug I would have been Concorded ASAP

Is this a known bug, or has anyone else had this happen to them? I did a google search but found nothing so I figured I''d ask here, thanks for any info
