Illicit Mining Lasers

Add "illicit mining lasers" to the loot drops of low sec harvester spawns.

These mining lasers give significantly more yield (upto say 15%?)

The penalties are:
They are illegal in empire.

However, you won't be shot by concord/customs for having/fitting/using them
You won't automatically be flagged a suspect for using them,
BUT, if you are spotted by another player using them, then you are flagged suspect and fair game for all.

Spotting player needs to be on-grid, and not in the same corp. Noob corps don't count.

Or you could give us some reasons why this is a change of good benefit to the game.

Since the only practical effect is that all the nullsec miners would use them, none of the highsec miners, and the highsec miners would ***** about "Why does nullsec get even more benefits on top of Rorquals/respawning anoms?"

Faster mining does not need to be a thing (it's plenty fast already) - and just think what this would do for miners with full on Rroqual boosts in nullsec, where using them is basically penalty free (since being a suspect in null is redundant).

On top of that, this is one of the most convulated set of mechanics I have seen in a while.

If buffing lowsec harvesters needs to be a thing perhaps we could start with meta upgrade drop rates?

I'd only ponder the idea of a polarized strip miner, making you a much more likely target in high-sec, while not increasing the threat in low or null as much, other than having more difficulties tanking rats.
