Can an outlaw enter highsec and avoid empire police forces with a cloaked or fast ship? Or do they just instantly appear out of nowhere and attack you like Concord does? In other words, can a -10 security character sneak around 1.0 security in a stealth bomber for example?

Any info on this will be appreciated.

No you cannot cloak, but the police don't insta spawn. You can fly around systems as long as your in something with a fast alighn tjme.

Right. It's also good to keep in mind that specific empire navies will treat you as criminal if your standings with them are low enough. I've been +5.0 sec status and had some very awkward moments in Gallente space due to being -8 with them.

Something about about a zillion 'Enemies Abound' missions. I've told them I'm sorry, but they still kind of give me the stinkeye.

Come hell or high water, this sick world will know I was here.

Also remember that Concord does have Sov in a few hi sec systems, which can cause problems.

Yeah I had some boot licking to do as well,
for a while whenever I was low on isk I'd just fly my paladin into gallente space and sit on their regional gate farming them for tags and then just jumping out when I ran out of cap boosters.

yup, not indefinitely now but i still have the paladin,

you need to be able to tank Jesus Christ himself so your limited by how long you can you can sustain that.
i seem to remember being neuted aswel.
fyi given the utter shambles your standing will be in afterwards its actually not worth it.
