Mobile siphon units unable to deploy in particular 0.4 systems?

Heya all

I sent in a petition a week ago about this, but the powers that be feel my request for assistance is not worth bothering with, thus i turn to you grand masters of industry and all things glitchy with POS.

Ive been attempting to deploy several mobile siphons on POS in a 0.4 system in Metropolis, the POS has 2 miners, a simple reactor and a silo, all online and i have seen the silo being emptied every couple of days. When i attempt to launch the siphon i receive a message that it can only be launched in 0.4 systems and above...the system is a 0.4. Are there any outside factors that could be causing this? I have recently launched a few in another nearby 0.4 system with no issue.
