Wheres my learning skills?

Hi. I just returned from a loooong break from EVE and i see learning skills have been removed. Thats all very good since it was allready on the table when i left EVE. I had two characters with maxed learning. One of them seems to have been reimbursed for the lost sp while the other one has not. Was there a total sp cap you had to be under to be elligeble for reimbursement?

At least thats what ive been able to glean of my forum search but i am not sure.

From chatting ingame ive learned that my learning sp is indeed missing and this have been petitioned.

You should also have been reimbursed for certain connections skills in the social category if you had them trained. The Battlecruisers and Destroyers skills were split as was one of the drone skills. I would go through Tau's excellent post and see what you should have and petition anything that seems to be missing. And then buy some skill books, some of the new stuff if quite useful.
