Either will do.

You do need to be in a player-run corp though

No, but only 1 Pos per moon is allowed. Don't forget that you can't moon mining in high-sec.

Edit : even if you don't need standing anymore, you still need charters (amarr, gallente, Khanid, ...) accordingly to where you anchor the pos.

In the name of Jirai 'Fatal' Laitanen : “Some capsuleers claim that ECM is 'dishonorable' and 'unfair'. Jam those ones first, and kill them last.”

Note that to anchor on a moon with a station, you have to be off-grid from the station when you start anchoring.

The tower snaps to a predetermined spot once anchoring begins, which is typically within about 100 km of the moon warp-in. [When all else fails, use combat probes to find the tower around the moon.]

Don't forget to bookmark the tower! Make a Coporation bookmark too!

How to check if you are off-grid from a station:
* Undock and jettison 1 piece of ammo, then move away from the jetcan until it no longer appears on your overview.
* Or have a friend stay outside the station, and move away from him / her until they are no longer on your overview.
* Or anchor a secure container 5 km away from a station, and move away from it until it is no longer on your overview.
