I would scale PvE content in high sec such that there were longer concord response times in mission pockets in general, with level 3 missions having a longer response time than at level 1. And level 4 missions would have no concord in them at all, since you are dealing with a large force of mean NPC pirates after all, which concord allowed into high sec space!

DED sites would be similar too. No concord in a 4/10.

Create an NPC bounty system that increases incrementally month on month.

1-3 months in an NPC Corp: 50mil
4-6 months in an NPC Corp: 120mil
7-9 months in an NPC Corp: 180mil
9-12 months in an NPC Corp: 250mil
For every additional month beyond 12 months the total bounty increases by 5%

Bounty is reset to 0 after a NPC pilots pod is destroyed.

I'd like stations to be as massive as they should be, up to and including everything from relatively quick and insecure docks to towing into deep storage, with services avaiable as ISK sinks (not just repair, but cap and shield recharge, too!). The current thing where you dock into a comically undersized station and into perfect security, a full cap and full shields is dumb.

If, eventually, the "huge station" included walking around, that would be fine too (why? it would be another way for them to become part of the game rather than being perfect invulnerability fields), but mostly I'd like docking in station to be more of a commitment, like a ship docking in a port. If you want something quick and dirty, pop out an anchorable or use a carrier/Orca. Then you're in space.

Isn't it the year 23000 something? I guess gravity generators are no problems to have for the stations, so u can have a static incoming path. And ships near station have the same orbital speed around the moon as the station. And does stations have more than one exit.
So would that make station camping really difficult? I think not. Btw actually planet/moon movement would be awesome. I would sacrifice instaundockbms for this.

If it were up to me, I'd remove cloaking altogether. How many people would be forced to learn PVP in this PVP game if they wanted to play as a result? Nevertheless, it's probably here to stay, so I put up with it. Caught a cloaky Orca today so they're not infallible.

In no particular order:

Remove Concord

Make neutral logi and boosters fair game for attack when they're boosting/healing a WT

For the carebears - Make missions pay more

Make members of NPC corps feel some kind of penalty in exchange for being immune to wardecs.

Remove Local Or at least allow people to opt out of it with some penalties. E.G. people not in local can't Dock/use gates.
I mean C'mon Pirates and the like should be able to choose to go off grid.
