ship should be able to tackle and destroy the mining ship if needed.

how to fix eve: 1) remove ECM 2) rename dampeners to ECM 3) add new anti-drone ewar for caldari 4) give offgrid boosters ongrid combat value

You are more likely to encounter Ventures and Procurers than anything else in low-sec.

Any PvP-fit ship can kill a Venture. The trick is being able to target lock and pin it down fast enough. They have +2 warp core strength (meaning they are immune to 2 warp disruptors or 1 warp scrambler) and are quite nimble.

With Procurers... you will want at least a Destroyer or a Cruiser to take one of those things out. Properly fit, they can outtank and chew up Frigates with bonused drones (~60k EHP and ~180 dps).

Any other mining barge... well... your biggest worry is not killing it in the first few seconds of the encounter (see: they have minimal tank and unbonused firepower).

Dramiels are under 50 mil now a days. They have the warpspeed bonus to land on your target quick and still pack a good bit of DPS.

I'd probably use an Astero or Pilgrim.
Cloaky, drone dps, okayish tank in case of counter drones.

If you don't go cloaky, you should use something with a high warpspeed - Interdictors, AFs, Dramiel, Cynabal, Proteus, normal Frigs
