Actually, overheating increases web range (not effectiveness), which is why it's dangerous to kite anywhere less than about 14 km (and realistically if you are that close they will probably slingshot and catch you anyway). As I mentioned earlier, kiting is much harder than brawling in terms of piloting. The brawler gets as many tries to catch the kiter as it can make before the kiter slowly burns through it. Whereas if the kiter strays into scram range once it's finished.

Exactly. "As you can read in the stats", overheating gives a 30% range bonus to a web.

Also, some ships get a bonus to web range and there are faction webs with a higher base range. It is possible to get webbed from 104km away. (Rapier with overheated faction webs and full Skirmisher link.) But usually you only need to be aware of an overheated faction web (19.5 km range).
