Internal Force Field Array Blueprints???

How can i build a "Internal Force Field Array I" damage control??? I can't find any blueprints. Plus it's not a Tech II items so i don't need to research it.

I always thought everything in EvE can be built by players.

Not everything.
The Meta 4 DC is dropped by NPCs.

Ok so only "Damage Control 1" and "Damage Control II" are the only ones of this class that can be made by players?

Correct. Only meta 0 (T1) and meta 5 (T2).

Of course, CCP has mentioned maybe changing this.
