As most of what you're claiming has already been argued for and against in multiple different discussions by a plethora of different parties, I will simply address your last point.

The Federation is already working in tandem with the State to come to an agreement regarding the state of Caldari Prime that is acceptable to both peoples. There can be peace between our two peoples if we stop using the sins of the past to justify the sins of the future.

such orders of course could only be effect of sucessfull signing peace treaty between our two nations.

although I'm quite sure that any such movements will only bring very fragile peace - if the mentioned by me above requirements will not be met - because Caldari will no just let you keep any of lands that you are currently occupying by force, and... I think Its obvious why peace would not last if Gallente will not just leave us with those lands.

The matari who do not care to be the aggressors, the ones who know they broke treaties and simply don't care, those are the ones that are the most understandable, and the greatest threat.

Well, that's quite close to what I was doing.

I was calling out for us to become finally aggressors, to step up already. We should stop hiding behind the barricades, trying to defend what we have left, as it just gives our enemies an opportunity. We must step forward, with all out aggression, with definite aggressive intentions to crush the Federation down once and forever, secure our home and create bright future for Caldari children. We must stop being cowards, like all these workers in Armory Forge, when Kaalakiota murdering troops sieged them. We must become like Tibus Heth, who walked outside, under rain of bullets, just to save a wounded worker.

We must save our wounded Caldari Prime.
Become an aggressor today, and put your life to destruction of the Federation!!
