In a nutshell - NO.

Practically anything you might want to do with it something else does better/cheaper. You can theory-craft a very specific situation to claim "see, Nestor does it better" but these situations practically never occur in the reality as far as I'm aware.

She nailed it perfectly.

It's just like you can almost get a Nidhoggur for 100m more. Okay, fitting is going to be more, but basically you can have a 'bad' slowcat, the Nestor, or you can have a real one, the Nid.

Which wouldn't be a terrible bad thing for a ship if it wasn't terrible in everything it "can do".
The Astero and Stratios are exploration ships with a sidedish of combat and they can do either surprisingly well - if you specialize. The Nestor suffers the same problem Druids in WoW did before BC. Someone went and said "but if they do everything they need to be worse than those that only do one thing". Not they don't - you need to specialize (read fit here) for a specific purpose anyway. If I do that I can't use the other roles it is inteded for. See there - Ferals can't cast Moonfire. An Astero can be a good explorer with some defense or a good combat ship without exploration.
A Nestor can do ... nothing well. At all. Just. Don't. Undock. It.

There are some fun setups you can do with it, its biggest problem has been the cost.
