Fairly obvious disclosure - I've put ISK into this.
I think the market has missed a trick. An assumption has been let ride that doesn't hold in the same way it once did and now there's ISK to be made from that mistake.

Of the decryptors used in invention the process decryptor has the highest ME bonus. One ME point higher than any of the others.
When the decryptors were balanced they were balanced in an environment of restricted labs slots and the long time for blueprint copying of large ships. The balancing negative of the process decryptor not adding to the remaining runs has been greatly reduced by the changes in the game mechanics.

Prior to game mechanic changes if you were T2 inventing ships you might choose a decryptor that add to the output runs as well as the ME. Now the motives for trying to increase the runs of an invented T2 ship are effectively gone.

The +1 ME over all other decryptors is going to make the process decryptor the best choice by far for T2 ship invention, an effect that scales with the size of the ship. Copying time and limited lab slots and slot queues no longer matter any more.

+1 ME on medium and large ship T2 BPCs is worth way way more than the market cost of these little puppies.

As an added little bonus there's the +10% success chance for a cherry on top.

All of a sudden the process decryptors now looks a lot more attractive. Previously the unloved red haired stepchild this is going to be a lot more popular with T2 ship invention.

Even though it has +1 ME over all the other decryptors (5/5 output), it only gets 1 run. Depending on the price of other decryptors, the lack of extra runs can really hurt how useful it is, even when you consider the additional ME savings.

For example, excluding invention costs, the process decryptor is 4th in the best ISK/hr for Onyx's assuming building at a POS.
