Is there a way to move a character from one account to another?

Specifically when the account the character is being transferred from isn't subscribed. I have characters on dead accounts that I would like to consolidate, but I don't want to pay $15 on top of the transfer fee. And I don't feel like handling all the extra logins.

Just hang out in the Jita pipe. Plenty of people out there carrying PLEX in their cargo holds. Let them pay for it.

I've heard of CCP being willing to temporarily activate an account for the purpose of selling a character off of it, but only second hand. Haven't tried it myself. Considering that CCP stands to gain 2 plex is sales from it, its a good deal for them. Just file a petition and ask.

One could use hours for plex and transfer the char, once it is being transferred it doesnt matter if the account runs out.
This use is however not intended(tm) by ccp.

Petition a GM, there used to be a case-by-case policy to activate temporally accounts to transfer out characters.

PS: Don't use the "hours for PLEX" as abuse of that function haves consequences.

If they are inactive accounts there is currently a 10 free days special going on that you could reactivate them with. In fact I just came back from a long break because they gave me 10 days yesterday. No updated CC info needed or anything.
