increase size limits for your bio, notes and mails

i propose to increase the maximum length for
1. your bio from currently about 1000 characters ==> 2000 or 5000
2. any note from currenlty about 3900 characters ==> 10000
3. mails. double it, too. i had to split up mails already a few times into several mails...

i suppose the increased load on the server would be minimal?
regarding bios: it is currently not the default tab, i expect you could reload its content even on-demand?
