Can't download EVE?

So I just built myself a new PC, and I can't actually Download eve.

I go to: http://community.eveonline.com/support/download/?_ga=1.100678913.1812084005.1414991121

Click "Download Eve Online" button - and am sent to a blank screen with "(Code 11)" as the only text. (URL: http://cdn1.eveonline.com/838420/EVE_Online_Installer_838420.exe )

Any thoughts?
