Need a focused pvp char capable of flying multi race ships, and do it well.

Prefer these skills trained:

Atleast 2 racial Frig / Dessie / Cruiser V
Recon V
Atleast 2 racial T2 weapon systems with excellent support skills
Excellent nav, engineering and electronics

No problem with cap skills, dread focus would be nice.

Budget current 30b +, expect that to be a big larger of the next few days.
