Well one of the best would be the Arbitrator, although note that it is an EWar+Drone boat!

Otherwise it's pretty straightforward: Punisher, Omen and Maller. It all depends on your role and playstyle. Punisher is tanky frigate usually fitted with autocannons, omen is a dps cruiser but lacks in tanking department. Maller is generally an oversized Punisher (in all ways).

Ah, you seek meaning? Then listen to the music, not the song.

Arbitrator
Maller
Omen

Maller can have a wicked buffer tank so many people will avoid it fearing of bait.

The absolute best ship you could possibly fly as a new player is the Rifter-class Minmatar frigate. It is the fastest of the "Tier 3" combat frigates ("tier" in this case referring to the level of the skill required to fly it), and is generally accepted to be "the best" of them with its only real in-class competition being an Incursus or Punisher specifically fit to counter it. Barring some sort of unrealistically enforced one-on-one frigate duel, the Rifter is going to be your best bet and the best bang for your space bucks. Beyond its mere performance specifications, the Rifter holds a special place in the hearts of many power blocs in EVE, to include but certainly not limited to Goonswarm Federation, TEST Alliance, and our allied entities.

Beyond simply being an effective ship that any character can fly within a few hours of installing the game, it is a symbol of the idea that even brand new players can join and contribute to group PVP in a way that is simply unprecedented among the MMO community. A newbie in a cheaply-fit Rifter (or any other ship for that matter) can be the guy who catches a valuable enemy ship and holds him down long enough for the "big guns" to tear him to shreds; or, that same newbie in a Rifter can be the guy who just so happens to catch a scout, a cyno alt or some other mission-critical ship out of position at just the right time to disrupt the plans of a hundred-man fleet. Other ships can do this, but the Rifter has become the icon and the symbol of this phenomenon, and you would do well to become familiar with it.

Rules for flying a Rifter:
1. No being scared of anything
2. No not believing in yourself
3. Activate all your modules
4. Reship and do it again

I am too lazy to check to see if you are a genuinely new player, but if you are then don't be afraid to venture out into space with nothing but yourself and your Rifter. Just showing up in the right space in a Rifter and asking cute questions will get you showered with space money. If you decide to stick with the game past the first couple of weeks, look up one of the big nullsec powers and apply to join; tell them you have nothing but Rifters and a will to lose them hilariously, and give the finger to anyone who tells you that you're useless. You'll find a home, and you'll have lots of fun.

Other nice low-budget ships include the Caracal fit with Assault Missile Launchers (NOT Heavy Assault Missile Launchers) and the Stabber. The Caracal will get you ready to step up into a Drake or Tengu, and the Stabber will get you ready to step up into a Cynabal, Hurricane or Vagabond, and eventually into a Maelstrom. All of the ships that I have listed by name in this post presently have at least some use in specialized niche-PVP, and some of them (Drake, Hurricane, Maelstrom) form the backbone of highly-successful fleet doctrines used by nullsec powers, lowsec pirates and whatever you call the people in highsec who shoot at people on stations.

Caracal can be really cheap, survival rate the same.. Blackbirds but no really solo and not Amarr so kinda outside skill tree..
I think omens are cool but you'd see an arbitrator first.. Stabbers of the fleet variety of course..

Ruptures are cool but not suggested if you wanna MOAR flying around power that Pews..

Although Arbitrator is a really good ship, if you are working towards flying a Harbinger at some point, the Omen and to a lesser degree the Maller are the Tier 1 Cruisers that you may want to focus on.

This is simply because the way you would fly these Tier 1 Cruisers will be mimicking to an extent the way you will be piloting the Harbinger later down the track.

The Arbitrator would be a good ship to train on if you were going to fly Curse/Pilgrim.

1. Arbitrator - great drone boat and put a couple of tracking disruptors on for extra annoyance factor. Really only comes into its own with tech 2 medium drones. Good in gang or solo.

2. Navy Slicer - fit it either as a tougher interceptor or a faster assault frigate. With T2 med pulse/Scorch and decent skills it'll hit out to 20km with a nice DPS so its a damn good kiting frig.

3. Punisher - possibly the hardiest tech 1 non-faction frigate. Can be fitted for facerape pulses or ranged support (a fitting I used for a frig tourney gave me >30km range with beams).
