A large majority of the interwebs disabled SSL 3.0 over the last 2 weeks. It's a really old protocol and it was made insecure with one attack recently. It's only going to get worse so the interwebs said screw it. Most browsers will no longer support it by the end of the year. Mozilla already announced it is disabled on Nov 25.

The goto standards are now TLS 1.0, TLS 1.1 and TLS 1.2. TLS 1.0 is available on all computers these days.

Some variants of Windows have TLS disabled by default or malicious software disabled the options.
So Now people may be getting Connection Reset messages from their IGB. Typically -101. It turns out the IGB is using the Windows Internet Options when their normal browsers(Chrome or Firefox) do not (only really really old versions do).

Fix:
Open your Control Panel, Internet Properties, Advanced Tab.

Scroll down the list on the page until you reach “Security”.

You want to Enable Use TLS 1.0, Use TLS 1.1 and Use TLS 1.2

1.1 and 1.2 might not be there depending on OS but you need at least 1.0 checked.

DO NOT ENABLE Use SSL 2.0 IF ITS NOT ENABLED. IT IS A DEAD UNSECURE PROTOCOL.

Good stuff, I highly recommend doing this!

Thanks for posting this, perhaps some temporary glue can be applied.
