i would like to see this happen, but to many macros and some of the gankers being self-sufficient will just by pass it

Perhaps there are better ways to achieve your goals, and still feed your children:

1. Refine all your ores into minerals. This promotes local industry, especially after the new changes take effect.

2. De-centralize your marketing. Put your sales orders and contracts up outside of the trade hubs, and try and buy locally too.
This reduces ganks by dispersing trade routes and limiting travel.

3. Tank your ships! The killboards are full of ill-fitted ganked ships. Make things harder to kill in hisec. And don't overdo it, either.
Risk vs reward.

4. Finally, be an active part of the game! Try new things, think outside of the box. Don't cry out for someone to change things for you. Adapt and overcome, Eve rewards thinkers and innovators.
