Actually, that's a valid point. Low's just as good for newbies as null, but WHs I think is a bit more skill-intensive by their very nature. Hisec can be meaningful enough, but I'm thinking you'll have to work harder to make it feel meaningful, whereas in null (and indeed low and probably WH as well, even though I'm not sure what role a newbie would fill in WHs) it is basically endemic to staying there.
