I want to use Steam Wallet to purchase game time and plex

Is that possible?

It seems like it is, but only if you started your account on Steam? Can I not link my account to my steam account?

I don't understand, some people have the privilege to buy game time through steam, but I don't?

It's not possible to buy gametime through Steam and use the wallet. Period. I have a copy of EVE on Steam and it's not giving me the option, just checked it for you.

You can only use this option if you have started a steam Eve account. Adding/linking a non-steam eve account to steam will not open these options to you.

If you don't buy the game through Steam, you cannot link the account to Steam.

If you have the account linked to Steam, you cannot:

1) Access it outside of the Steam client
2) Access account management of the account to transfer your character or redeem CCP-only codes unless Steam is online
3) Cannot log into the test server in an easy way
4) Update the game during a patch, you need to update it when servers are alive.

Basically, having your account linked to Steam is the worst thing you can do for your Eve account.

I don't know if it has changed since 2010, but I bought this EvE account on steam for £1.50 and then never installed it on steam, just ran it from the normal client. Ugh

It's an old thing by now. CCP scrapped those options a few years back, something to do with it creating too much trouble (financial crisis etc etc & Iceland being mean to bankers)
