I have yet to meet anybody in game who has attacked another person in an attempt to claim the bounty on their head.

Perhaps I'm just not mixing in the right crowd.

Is there anybody playing Eve who actively hunts down characters or corps/alliances just to claim the bounties?

Bounties are the cherry on top of a gank sundae. No one kills for bounties with the exception of when an exploit is found.

A few guys have been pretty successful in ganking pods and grabbing bounties from them. Aside from that, CONCORD -in conjunction with shytty payout values- make most bounty hunting not worth the trouble to actively pursue.

I've had some fun on occasion hanging out with CODE. while they're ganking freighters specifically to collect their bounties. I use a destroyer (a Catalyst, ironically) fit with 8 ungrouped guns and just take one shot at as many targets as I can. Target Taloses and Brutixes first (they pay better), then switch to Cats.

They not only didn't mind, they actually encouraged me to do it. Something about "putting the tears of their victims to good use".

I know they had their collective bounty wiped clean at some point in a wonderfully "creative" scheme, but I imagine their bounty is right back up there again. It was fun to do once or twice, but I don't imagine it's really an effective way to make ISK.

used to if you killing someone you got all of the bounty

IE a guy puts 1b on you and you kill your pod with an alt you collect 1b, then crime watch happened

Ehh, should just put it in an NPC pool that's uncollectable as an isk sink and NPC charges both sides 10% transaction fee. Pop pod, nobody gets nothing, ganker pays 10% of the bounty and the target with bounty pays 10% of the cost as well....further shrinking the isk pool in the game and see who is more risk adverse...such as the person attacking the bounty but not killing the pod for fear of being charged 100 million on that 1 billion tax, even thought they would be forcing the target to suffer as well Twisted
