Disagree they are needed it´s way to hard to fly through all systems to find one person.

for the people that ask how to gain standing without missions:

Nearly every FW agent is a locator
and you gain standing while you do FW (i know this is not an alt. for everybody)

I would say that the most obvious piece of equipment that might record which system someone is in would be a stargate, an information network could easily exist between the stargates. I'm not expecting this theory to completely hold water so fire away.
