If you're not moving at >70% of max speed, you're not aligned properly. If you're not moving at all you're "Passively Aligned" which is the same as "Going fuckall anywhere fast." Passive align is the most pervasive myth in EVE after "Hisec is Safe Space"

Ganking has two consequences, 1. You Lose your ship, 2. You slowly move towards becoming an outlaw.
If someone has decided to accept those consequences, it is their right to attempt to gank you. The Oxy prices are high because people like you get ganked. Mine somewhere else if you want to be safer.

The problem with slavery is that only half of the manacles are visible. The Holder, supposed master, is equally bound by the gilded chains of privilege and wealth.

Vernn, it's pretty difficult to tank a retriever against just about anything, they aren't designed to take very much punishment at all. But I would suggest having combat drones out at all times. Back in 2006 i mined in low sec and this flashy red interceptor warped into my belt to blow my retriever up. When he agressed me, my hobgoblins agressed him back and forced him to warp off in low structure before I died. Drones help.

But back then my corp would also have a couple dedicated combat ships to watch over the barges in case some fool decided to warp in and cause trouble.

Anyways I don't think the game mechanics for high sec will change any time soon. I'd suggest looking into how long it takes CONCORD / Faction Navy ships to respond to pirate agression in high sec...actually let me look into it for you..

1.0 = instant response
0.9 = 2 seconds
0.8 = 4 seconds
0.7 = 6 seconds
0.6 = 8 seconds
0.5 = 10 seconds

Honestly I never bothered mining ice, the cycle delay was too long and the value of isk / time was laughable.

But if you really want to mine ice, first thing to do is research which systems are the best. Higher security status is a given but you've got to think about why you're a target. Being in a system with a low player count means you're isolated and easy to find. If you find an ice belt with a bunch of barges in it, there's a better chance that they'll get targeted instead of you (since they're probably using exhumers). Ice rocks have an infinite supply of ice so there isn't really a reason to find an ice belt that's out of the way.

If you decide to mine with other neutral miners, I'd suggest staying away from blobs, they're a target for bigger ganks and it's honestly really fun to warp right in the middle of them all and turn on a full rack of smartbombs. Also you're probably already aware, but ice belts are huge. They can span as much as 300 - 400 km in the same grid. I would warp to an ice rock further away from warpin to give you some time to react.

You can also set up your directional scanner to pick up combat probes if you're finding that people are warping right on top of you. Set the distance to max and periodically refresh your scanner. If you see combat probes, stop harvesting and warp off (yeah, wasting a 10 minute cycle sucks, but refitting is a bigger waste of time)

IMO if you're mining solo, don't mine ice. Strip mining has a much lower activation time and you still get a fraction of the ore you mined if you interrupt it. Sure it's not as passive of a task as ice mining but it will give you a lot more isk / time

Why the hell can't I fitt capital repairs or shield booster on an Orca ... it's an CAPITAL ship!

Just throwing this out there, the empire police forces are pretty much a death sentence if you get caught. Its not particularly easy to get caught, but any sort of logistics in high-sec is completely boned.
