Cost around 300m. Doable, but even with Thermodynamics at L5 you'll get less than 60 secs of pew time before the guns pop...

This is how you frigate dps: Reasonable T2 fit, web bonus so you actually deal full dps with void, almost 7k EHP after a mag of paste and 535dps with 5% implants, 485 without implants.

Also for a T1 frig, the Incursus has more dps potential, but the Merlin can get more dps in a functional fit and will generally outperform the Incursus. I've flown this a decent amount, it's a great ship:
