Best Ship for Intel Gathering?

I need to gather some Intel for a war starting later today; I thought I'd ship scan enemy players and look for any commonalities that might help us decide the best ship doctrine to combat them.

I know you can fit a ship scanner to just about anything, but wondered if there is any particular hull that lends itself to this purpose?

The war will be live when I am doing this so a cloak and/or high agility might be nice. At the moment I thought perhaps a Buzzard?

If you have an empty character slot on your account, you should be able to create a character that can fly an attack frigate (Condor, Executioner, etc.) and fit it with a passive targeter and a ship scanner with absolute minimal disruption to your training queue. They can gather all the intel they want without being shot at.

If you are insistent about doing it from in-corp, I would suggest a Condor instead of a Buzzard: Condor is far more maneuverable and the Buzzard doesn't get any specific bonuses to the task at hand.
