im trying to figure out a way to max my drone damage and im new to combat.
after reading some things on internet i decided to ask here.
what modules and skills are used to increase drones damage?

Modules that increases damage of drones:

drone damage amplifier I and II and some faction and office ones but don't worry about those for the time being.

Module for drone / sentry / fighter and fighter bomber tracking:

drone tracking enhancer I and II (lowslot) and onmidirectional tracking link I and II with scripts (medium slot, uses tracking scripts to either enhance tracking or range and to a lower amount both without them)

Skills:

Drones, light drone operation, medium drone operation, heavy drone operation, sentry drone operation, drone interfacting, Caldari drone-, Gallente drone-, Amarr drone- and minmatar drone specialization.

Though the drone operation skills only affect the drones of that size, so medium drone peration will not increase drone damage on a Hobgoblin.

any riggs increasing damage?

how does tracking enhancer and link amplifys my drone damage?

only rig that amplifies drone dps is the sentry drone rig. the tracking enhancer helps your drones apply their dps

I do not know about drone damage rigs.

Thing is if you have a large(r) drone chasing a smaller moving target, they don't track so good, hence the tracking enhancer.

Drone Interfacing V, T2 Drone Damage Amplifier, and a webifier. Most of the other drone-related modules and rigs are mainly of benefit to Sentry drones, for light and medium drones you get the biggest benefit by slowing the target down enough that the drones can orbit properly

The part about the rigs has already been answered, but due to your question I felt the part about the tracking enchancers could use a little more detail.

Turrets in eve have a stat called tracking, basically how quickly is the turret able to move in order to keep up with the motion of it's intended target. Large slow targets are easy to hit as they don't move very quickly relative to the turret and are easy to track. To hit small faster targets the turret needs to be able to turn more quickly to keep up with the target.

This applies to all turrets in the game, including the ones on drones. The omnidirectional tracking enhancers, or computers, increase the tracking speed of the turrets on your drones which means they hit more often and therefore more of their listed dps will actually land on the target. (in case you didn't know, the dps numbers the in game fitting window (or EFT, Pyfa etc) shows you is a theoretical maximum, except in perfectly ideal circumstances you'll never actually be doing the amount shown. )

drone navigation computer and drone speed augmentor (rig) will massively boost your drone's dps against faster stuff

Counter question! How do i avoid drone damage ? Is there anything i can fit my ships with, that will significantly help me to avoid drones, fence them off, reduce the damage they deal or otherwise rend them useless?

You can either tank the damage, avoid the damage, or destroy the damage.

Tank - resists/regen (resist rigs, damage control, etc. or shield/armor repairers)
Avoid - Speed & Range (nanofibers, overdrives, polycarb rigs, etc.)
Destroy - Kill the drones (web in the mid and guns/missiles in the high slots)
