So far I've not heard anything from Julia Rankin.
If I haven't heard anything by 20:00 EVE, I will issue a petition to get my ISK returned.

Edit:
I am hoping that the owner of Julia understands that he either has to sell the toon or return the sent ISK.
It would be a shame to see a character like this banned for it, so I wait a little more in the hope that he/she shows up.

I've hereby filed a petition to either get my ISK back, or to finalize this trade should Julia Rankin respond.

But even then, there has been no communication outside what you see here from Julia.
Ticket has been made, he has other toons for sale that got denied and no response in any way. It'll be up to CCP now.
