Catch 22 - if nobody can take stuff out of the hangar, then why put it in there? The hangar becomes a blackhole from which items are placed, but never removed ever again.

If the CEO is to be believed, he only gave the corp thief access to a relatively small amount of ISK - an amount that the CEO was comfortable with risking. It is not irrational to risk a small amount of trust with a recruit, as your corp members are potentially you most valued assets.
