Genulution set bonus?

Does the genulution set bonus affect the +3 attribute boost, turning them into +4.5 boosts?
Or only the 1.5% capacitor bonuses?

No, set bonuses NEVER apply to attributes.

Dev confirmed here that attributes are not affected.
