Why so sure? It depends on the goals of the people behind it. Simply "offlining" the majority of players is pointless on a long term, especially in a niche game like EVE.

but doing it same time everyday surly would just make ccp have there server engeneers etc on at the timeit happens

but by spreading it out they wont be able to determin when it wil happen

Here's the thing. The site pushed the boundaries constantly. They would tiptoe to the line on a regular bases. There have been SOMER = RMT threads made...many of them. If CCP had nipped it from the start, it wouldn't have gotten to this (assuming it's even them). Don't cater, don't even humor the notion, from the very beginning and save yourself the headache down the road. There is a reason why just about every other company has a zero tolerance to things that may not even fully qualify as breaking any sort of rules.

If they had an easy way of dealing with it, it wouldn't be an issue in the first place.

However doing it successfully at the same time every day makes the point that that CCP can't stop it. Yet.

I'd guess this is no longer just of denial of service, but provable to be maliciously interrupting revenue stream and illegally preventing business practice - and police types will be involved.
