Bounty System: A little-things style bandaid?

What if instead of the lump sum jackpot style payouts that are here currently, bounty payouts were based on the insurance value of a ship destroyed?

Take the basic uninsured value payout of the ship destroyed and pay it instead to the pilot who got final blow.

Examples:

Pirate gets destroyed in an uninsured drake:
Pilot with final blow gets 12Mil in bounty payout
Pirate gets no insurance payout at all, but bounty is reduced by 12Mil

Pirate gets destroyed in a platinum insured drake:
Pilot with final blow gets 12Mil in bounty payout
Pirate gets 15Mil in insurance payout (27mil plat - 12mil base) and bounty is reduced by 12Mil

Pirate suicide ganks someone in highsec with a drake
No insurance is payed out due to Concord, pirate bounty remains as it was

Pirate dies to belt rats with no other player involved
Pirate gets full insurance payout as usual, bounty remains as it was

It's by no means the overhaul to bounty hunting that is so sorely needed, but it would provide a little extra bonus to those hunting pilots with bounties (and in a way that works exactly like NPC bounties work currently) The bounty would not be exploitable by the person it was put on (at best they could clear their bounty by insurance frauding their own ships, and they would make no more isk than if they didn't have a bounty at all)

As a side bonus every isk paid into the bounty system would remove a portion of the ISK faucet, even if it's only a little trickle.

I like this idea but to really fix bounty issues you need to simply make kill rights transferrable.

So I can sell or give my kill rights to someone most capable of killing my intended target, and then with a slight modification to the contracting system, assign a payment to the "bounty hunter" that will automatically be paid upon termination of the target.

This would make lowsec piracy and high sec gnaking evne more difficult though and since CCP favors such behaviors, don't hold your breath to see this happen. At least until SWTOR starts really hurting their pocketbook anyways! :)
