Incredibly slow installation times

I recently re-activated my account. After successfully installing via Steam with no trouble, the installation through the login client has been incredibly sluggish. 0.1% progress every minute or so. I ran a speedtest on my internet connection and it says I should be downloading at roughly 3 mb/s. I understand EVE's a big game and all, but is this common?
