Mafia is a new skill and a region specific NPC Allianance(like militia) you can join. To join you must have criminal connections level 4 or 5. THen you can skill the mafia skill.

THe mafia skill delays concord reaction time. Whichever region you joined the mafia is your own turf. While in that region you will gain the bonus of delayed concord reaction time. While out of that region you lose that bonus. You will be at war with any mafia member in any other region of space. THis would allow for high sec mafia gang wars. Additionally when a mafia member engages another mafia member you do turn suspect and can be shot by anyone.

The mafia skill delays concord reaction time in each system a 0.8 system or less by a 5% per level. Mafia that enter a system greater than 0.8 will turn ciminal and the police will attack him no matter what his sec status is.

Mafia members will have a 100% higher tax rate. Which is reduced by 10% by each level in their region but will not have that bonus in other regions of space which is paid directly to the seller (as a bribe).

If you commit a criminal act, ie attack another capsuller ie. someone who is innocent you still lose your ship.
