High/Low sec exploration and Minmatar

Could anyone point me in the right direction when it comes to minmatar ships and 3/10 or higher combat sites in angel space ?

Specifically, which hulls are preferable and tips on how to fit them.

I'm only familiar with relic and data sites so this is a part of the game I'm mostly unfamiliar with and searching for other topics was all but pointless due to wanting this specific race's hulls. Though it may not be ideal, I don't want to fly gallente ishtar nor any caldari ship unless there are no viable options.

There are viable options. If you don't mind being locked out of 3/10s and lower the Sleipnir is quite capable. Fitting would depend on your budget and skills tbh.

If you can't fly CSs -- and honestly that's a growing number of people now that the prerequisites are higher -- then you can get away with a Loki. I'm really, really not a fan for (combat) exploration purposes but if you have to take it out somewhere it would be best in Minmatar space simply due to the range Angels like to keep.

Beyond that the Cynabal can be exploration fit I suppose. I've heard of some hackish Munnin setups as well but in my eyes that would be all the drawbacks of a Loki and none of the advantages.

Loki won't work, T3 ships can not enter 3/10 or 4/10 DED sites.

Passive tanked Hurricane works for 4/10s. It's slow work, but it does work. ACs in the highslots, AB + 3 LSEs in the mids, five shield relays + a gyro in the lows, three T1 purged rigs, and you're sweet to go. It takes a while to pop the Domination rat in the last room of the Angel 4/10, but it will eventually break its tank.

For 3/10s, the Stabber is amazing, as it's just waves of frigates. 4 ACs, 2 (R)LMLs in the highs, AB, adaptives and MSE/LSEs in the mids, DCU, gyros and tracking enhancers in the lows.

For a ship that can run both 3/10s and 4/10s, you would be looking at the Vagabond. Cynabal may work, but I haven't tried one of those. I have a fit on my computer for the Vagabond, but I'm away from that at the moment, and won't be back for quite a while. Nestor can handle the combat sites easily if your drone skills are good, PLUS it gets a bonus to scanning and hacking.
