Been out of game for about a year and want to download EFT. Seems the only link I can find takes you to http://dl2.junocloud.me/150n5au61mjd/EFT2.23.3.zip.html. After looking at that site it sure don't seem to be the right place at all. can some one post the proper link ? Or tell me where to look?

This link seems to be legit as it is posted by EFT maintainer in this https://forums.eveonline.com/default.aspx?g=posts&t=24359 thread.
There are also checksums posted for EFT archive so you can verify that it was not changed by third party.

Well tried the link a few times and I get sent to another game entirely. As for checksums as you suggested. Not computer savy at all so no clue there.

Did you try the alternate iink on the eft thread. I find it a better link to use.

And the checksum is protection against a potential bad file in this case. Eft's publisher will say clear what this hash will be. Its made one time based on what is in the file. If someone even changed one letter in the file, say made the worth '"the" becomes "The"....this number will change from what is listed by the eft publisher. A worst case would be a few lines of potential malicious code that fall under the security vulnerability umbrella.

It has other uses ofc, legal proceedings is one. Hard drive/file/etc is basically frozen in certain state and gets this hash. If a checksum on the drive changes from time taken in as evidence to trial...someone has tampered with the evidence a possibility.
